圣人无常心，以百姓心为心。
善者，善之；不善者，吾亦善之；德善。
信者，吾信之；不信者，吾亦信之；德信。
圣人在天下，歙歙焉，为天下浑其心，百姓皆注其耳目，圣人皆孩之。

圣人永远没有利己之心，而是以百姓的心为自己的心。
善良的人，我以善良待他；不善良的人，我也以善良待他，这才是真正的善良品德。
诚信的人，我以诚信待他；不诚信的人，我也以诚信待他，这才是真正的诚信品德。
圣人治理天下，总是谨小慎微的样子，使天下百姓的心思，包括自己，归于纯朴。百姓们都专注于自己的耳聪目明，而圣人则希望百姓回归到初生时的质朴淳厚的状态。

A wise soul never has a selfish thought. He adopts the minds of the people.
For a virtuous man, I treat him with kindness; For an unvirtuous man, I also treat him with kindness. This is the height of virtue.
For an honest man, I treat him with honesty; For an unhonest man, I also treat him with honesty. This is the height of honesty.
A wise soul, living in the world, remains prudent and modest, and takes care to share the mind of sobriety with the people.
The people care about their own interests. A wise soul strives to bring them back to the state of original sobriety.
