道常无为而 无不为。侯王若能守之,万物将自化。化而欲作,吾将镇之以无名之朴。镇之以无名之朴,夫将不欲。不欲以静,天下将自正。
The Tao is constantly practicing "Wuwei" (non constrain) and nothing can resist it. If kings and vassals could follow it, all beings will know how to evolve on their own.
If greed appears in their evolution, I will contain them with help of the original sobriety of the Tao.
When beings are constrained by the original sobriety of the Tao, they will no longer have greed. The absence of greed brings peace of mind. Then the world automatically finds its stillness.
