65

古之善为道者,非以明民,将以愚之。
民之难治,以其智多。故以智治国,国之贼;不以智治国,国之福。
知此两者亦楷式。常知楷式,是谓「玄德」。「玄德」深矣,远矣,与物反矣,然后乃至大顺。

Once upon a time those who are skillful at practicing the Tao did not use it to enlighten the people; they rather used it to keep them simple and unknowing.
The people are difficult to govern because they know too much; Whoever uses cunning to rule the kingdom is the bane of the kingdom. Whoever does not use cunning to rule the kingdom makes the kingdom happy.
When you know these two things, you then know the rule and the pattern for governing the empire. If we constantly know the rule and the pattern, then we are endowed with the greatest virtue.
This great virtue is deep, immense, and it leads all beings to return to their sober origin. Through it we succeed in achieving great peace.
