A wise ruler practices "Wuwei" (non constrain), keeps "Wushi" (non-interference), and enjoys stillness.
Big or small, many or few are equal in his eyes. He responds to insults received with goodness.
He solves a difficult problem by solving easy ones; He does great works by doing small things. The most difficult things in the world are necessarily made up of simple ones. The greatest things in the world are necessarily made up of small ones. So a wise soul never seeks to do great things; therefore he can accomplish great things.
The one who promises too lightly rarely keeps his word. Whoever underestimates the difficulties of a problem will necessarily have many difficulties in solving it.
So a wise soul overestimates the difficulty of a problem; this is why, in fine, he experiences no difficulties.
